There are only a few special vehicle manufacturers in China that have such a successful history. The journey of 21 years Chengli Group owes its success to the courage, spirit, and foresight of our founding family. Over ten thousand employees have turned that vision into reality. Today, we (Chengli Group) stand on their shoulders to write the next chapter.

This year is our 21-year anniversary, which shows us precisely where we come from. It also shows us the path to our future. Chengli has grown from a tiny workshop into the most diverse commercial and special vehicle builder with the most efficient trailers in China. We will use this ability to pursue international opportunities with the outreach of more industries and customers.

On September 16, 2004, Chengli was officially registered and established with the approval of the Suizhou Administration for Industry and Commerce. Chengli embarked on a new journey.

Pioneering Through Hardship to Open New Ground

On January 8, 2005, the company broke ground on its first-phase construction project on wild, bramble-covered land, marking the beginning of its arduous entrepreneurial endeavor. The company’s founder led the builders, weathering wind and rain, forging ahead with determination, racing against time, and pushing progress. On July 20 of the same year, the construction of a 2,200 m² workshop was completed, and it was installed and put into operation, achieving the target of completing construction and commencing production within the year.

In 2006, during the early stages of the factory’s establishment, product awareness was low. Marketing methods primarily involved phone calls, mailing letters, and door-to-door sales, which were ineffective and costly. The company’s founder innovatively pioneered a new marketing model by moving the special vehicle sales business online for promotion and sales. This quickly spread the company’s reputation across the country, attracting customers from all over to purchase “Chengli Wei (CLW)” brand special vehicles. This created a ripple effect and simultaneously guided a transformation in the sales models of special vehicle industries in China.

In 2007, the company completed its third-phase construction project, expanding production scale and enhancing its manufacturing capabilities, achieving dual victories in expansion construction and growth in output value and production volume.

Responding to Challenges and Adapting to Trends

In 2008, facing difficulties and pressures such as the global financial crisis, the Wenchuan earthquake, freezing snow disasters, and the transition from Euro 2 to Euro 5 emission standards, the company confronted challenges. It actively devised methods to overcome difficulties and mitigate pressures, developed new products to meet market demand, and introduced special equipment and vehicles such as A2 and C2 Class III pressure vessels and truck-mounted cranes.  

New projects and product varieties sprang up like mushrooms after rain, flourishing everywhere.

The quality of CLW brand products continuously improved, earning deep trust from users and widespread market recognition. In 2011, while comprehensively strengthening Party organization building, Chengli persisted in focusing on economic development, achieving outstanding results. With unified determination among cadres to create a dually strong enterprise, CLW was recognized as a China Well-known Trademark.  

Chengli was awarded the honorary title of “One of the Top 100 Dual-Strength Party Organizations in Non-Public Enterprises of the Province” by the Organization Department of the Hubei Provincial Party Committee.

In 2012, Chengli achieved double-digit growth for the seventh consecutive year. Its sanitation vehicle category ranked first in the Chinese market sales. The company successively obtained manufacturing license qualifications for 3C tank container pressure vessels and 20-ton truck-mounted cranes, and also passed the review and certification of Chinese national standards that year.  

The company’s production technology and manufacturing capabilities developed to a relatively high level. However, benchmarking against advanced enterprises revealed technical shortcomings. With confidence, it strived to catch up and surpass in the path of specialized vehicle development.

2014 marked the 10th anniversary of the company’s establishment, a milestone in its growth and expansion, filled with vibrant vitality. Chengli completed its 8th phase of the technical renovation project construction, successfully passed the third-level BM qualification review, and obtained the Weaponry and Equipment Research & Production License. It was honored for the first time as one of China’s Top 500 Private Manufacturing Enterprises. Both hard power and soft power continuously climbed, enhancing the company’s potential for future development.

In 2015, Chengli had a series of happy events. It completed the 9th phase of the technical renovation project construction, expanding from the initial 2,200 square meters to a construction area of 2.97 million square meters, laying a solid foundation for building a large enterprise. That same year, it acquired Hubei Dali Company and obtained production qualifications for new energy vehicles, fire trucks, and buses. The company developed its heaviest 160-ton truck crane, which passed inspection and entered the announcement catalog of the Ministry of Industry and Information Technology.

In 2016, Chengli’s three driving forces: directly-operated factories, specialized factories, and group member factories advanced side by side, creating a new situation of vigorous competition and striving for excellence, exceeding the company’s target tasks. This was mainly reflected in ten aspects of “newness”: new achievements in economic indicators, new elevation in social influence, new contributions to national defense construction, new highlights in project construction, new features in platform building, new breakthroughs in technical levels, new strides in export earnings, new improvements in the work environment, a new normal in basic management, and Chengli personnel demonstrating a new spirit.

In 2017, Chengli launched learning activities taking “Sany Heavy Industry” as an example and internal learning of “Qixing” as a benchmark, setting off a fervor of chasing, learning, striving to surpass, and competing. This stimulated the enthusiasm and creativity of cadres and employees. It completed the first-phase construction project of the new 200-acre plant area. It obtained precious qualifications such as the manufacturing license for light truck chassis and the Weaponry and Equipment Contractor Qualification Certificate, which are valuable assets for the enterprise’s development.

Quality Construction, Pursuing Perfection

In 2018, focusing on building a quality Chengli, manufacturing and creation worked together. Sanitation vehicles accounted for 24% of national sales, ranking first for six consecutive years. The company completed the second-phase construction project of the new 380-acre plant area, expanding enterprise equipment capabilities and nurturing development potential. It was selected as a national civil-military integration pilot enterprise, joined the ranks of provincial pillar industry hidden champion enterprises, and obtained the manufacturing qualification for new energy vehicles. This was a major step forward in the company’s breakthrough development.

Demonstrating Distinctive Features, Splendid and Diverse

In 2019, all tasks demonstrated distinctive features and were splendid and diverse. The third-phase construction of the new plant area was in full swing. Workshops A8 and A9 were completed and put into production. Chengli’s own brand commercial vehicles rolled off the line and entered the market. New energy vehicles sold well across the country. Special-purpose vehicle production set new records for daily, monthly, quarterly, and annual output growth. The annual target tasks were completed ahead of schedule. The group continuously ranked among China’s Top 500 Private Enterprises and Hubei Province’s Top 100 Private Enterprises.

2020

Prudent to the End, Making Continued Efforts

In 2020, the COVID-19 pandemic struck suddenly, bringing enormous risks, challenges, and unprecedented impact. At this critical juncture, our president – Mr. Cheng Aluo, took the helm and steered us against the current. He led the company’s cadres and employees in fighting the pandemic while resuming work and production. They raced against time, worked overtime, and fought day and night on the front line of production and supply guarantee. They supported pandemic prevention and control in their own unique way, excellently completing the production index tasks assigned by the provincial, municipal, and district epidemic prevention and control headquarters. The company received a letter of appreciation from the Joint Prevention and Control Mechanism of the State Council for COVID-19 (Medical Supplies Support Group). This affirmed the company’s work in pandemic prevention, resumption of work, and production, while also hoping the company would remain prudent to the end, make continued efforts, and achieve new successes for the comprehensive victory in pandemic prevention and control.

2021

Perfecting Organization, Enhancing Management

In 2021, entering the national “14th Five-Year Plan” and the first year of Chengli’s “4th Five-Year Plan,” the company overcame the impact of the pandemic, focused on task decomposition and implementation, and successfully completed all annual target tasks. Group member factories increased to 38, with output value exceeding 1.5 billion (Note: another mention states 15 billion yuan). Chengli held a Science and Technology Conference, appointing 56 deputy technical general managers and directors, providing organizational guarantee for the “Quality Year.” A clearly defined sales network with distinct responsibilities was established, appointing 8 sales general managers and 154 sales department heads, ensuring sales work covered “horizontally to the edges and vertically to the bottom.” Taking the 100th anniversary of the founding of the Party as an opportunity, the construction of enterprise spiritual civilization achieved remarkable results.

2022

Transition Between Old and New, Overcoming Difficulties

In 2022, the Board of Directors was formally established. Six young and promising individuals were promoted to the senior management team, and a comprehensive adjustment was made to the group’s organizational structure. The “High-Quality Development Key Project Command Headquarters” was established, divided into 15 operational zones. 6S on-site management activities were organized, with nearly a hundred directly-operated and specialized factories actively responding. The company introduced policies such as the “Output Value Increase Reward, Chassis Quantity Increase Reward, and Expense Rebate Method” and the “You Build the Team, I Pay the Salary” policy, implementing monthly summaries and rewards for exceeding targets.

2023

Dual-Wheel Drive, Internal Attraction and External Connection

In 2023, facing an increasingly severe market situation, the group’s leadership clearly proposed the “5×10” development strategy. Utilizing the Chengli platform model and brand advantage, the company focused on “automobile manufacturing” with one hand and “chassis marketing” with the other. By winning the “Five Major Campaigns,” it stabilized directly-operated factories, developed specialized factories, and strengthened member factories, striving to maintain Chengli’s leading position in the national special vehicle industry. Exports grew by 40%. Sino-foreign joint venture cooperation projects were simultaneously promoted, with new clients signed in regions in remote regions in China, adding 1 billion yuan in output value.

In 2024, on the occasion of Chengli’s 20th founding anniversary, the company’s new leadership collective, guided by the 14th Five-Year Plan development outline, collectively focused on high-quality development. Centered around the development concept of “equipment renewal, product innovation, and mindset refreshment,” they comprehensively enhanced the group’s innovation capability and accelerated the construction of a world-class enterprise. Short-term strategic goals were proposed: “Daily Comparison, Catching Up, Helping, Surpassing; Monthly ‘Three-Three-One'” and medium-to-long-term goals: “Exerting Utmost Efforts for Ten Years, Creating a New Chengli Anew,” and “A Century-Old Chengli, A Trillion-Yuan Output Value.”

Crowned by Strength, Industry Leadership

In 2025, Chengli activated internal momentum with “Technological Innovation” and “Intelligent Manufacturing,” establishing the corporate philosophy in China that “Operation is the Enterprise’s Primary Task, Always Operation First, Always Sales First.” With dual-wheel drive as the engine, it comprehensively enhanced the group’s innovation capability, accelerated the construction of a world-class enterprise, and significantly strengthened its comprehensive strength. On the list of China’s Top 500 Private Enterprises, as awarded by the All-China Federation of Industry and Commerce, it ranked 320th, rising 32 places year-over-year. Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference and Chairman of the All-China Federation of Industry and Commerce, Gao Yunlong, personally presented the award to Group Chairman Cheng Aluo. Leading peers in the special-purpose vehicle and emergency industry, Chengli has achieved its acceleration.
